A resale certificate allows retailers to buy products without paying sales tax if they plan to resell them. Only merchants that have their items produced in North America can/need to provide a resale certificate.
To apply for such a certificate, you need to have a sales tax permit and apply for the certificate for each state. There are services that let you apply for multiple states at once, such as http://www.streamlinedsalestax.org/index.php?page=sst-exemption-certificate

If you already have a resale certificate for states we’re charging sales tax in, then you can submit it to Spreadconnect. After we’ve approved it, we will be able to stop charging sales tax.
To submit the certificate to us go to Account Settings > Taxes > Resale Certificates > Manage Certificates > Upload Certificate.
Please be advised that we check which product categories you have chosen to be exempt for. We’ll only be able to stop charging for those categories. We may be obligated to continue charging for other categories if you haven’t registered them. The certificate verification takes around 2 business days. You can check the app for the status of your submission.
Before you upload the certificate please make sure that:

- It is a resale certificate and not a tax registration form.
- The address of Spreadconnect is as stated above.
- The address on the resale certificate is the same as the one displayed in your Tax Profile Information.
- Your tax ID is provided on the document.
